No Child Left Behind Regulations


1. Parent Involvement

a.  Parent/Guardian Notification

  • Parents/guardians of students attending a building that receives Title I funds may request, and the district will provide in a timely manner, information regarding the professional qualifications of their child's classroom teachers and paraprofessionals providing services to their child.  Also, parents/guardians must be notified, if their child has been assigned to a teacher who has taught for four or more consecutive weeks and is not highly qualified.  ( CTASD Board policy 424 and 524
  • Within thirty days after the beginning of the school year, a district must inform parents/guardians that their Limited English Proficient child has been identified for participation in a language instruction educational program.  ( CTASD Board policy 138 )
  1. The district's Limited English Proficiency Program (ESL), including placement, program, policy, and parent involvement is available from the building principal.
  2. The district must outreach to parents/guardians of LEP children on a regular basis.
  • Parents/guardians of students enrolled in a persistently dangerous school or students who are victims of violent criminal offense while on school property must be notified of their option to transfer their child to a school that is not designated persistently dangerous.
  • Parents/guardians must be notified annually of the status of Adequate Yearly Progress (AYP) for their child's district and school. This is included in the fall newsletter.  District and School Annual Report Cards will be distributed each fall when PSSA results are available from the state. These will be in building offices and on the district website.   ( CTASD Board policy 919 )

b.  Parent Review

  • Parents/guardians have the right to inspect all instructional materials. Arrangements should be made in advance with building principal.  ( CTASD Board policy 105.1 )
  • Parents/guardians have the right to inspect all state assessments prior to the administration of each assessment.  ( CTASD Board policy 127 )

c.  Right to Opt Out

  • Parents/guardians have the right to opt their child out of non-emergency, invasive physical examinations and screening.  ( CTASD Board policy 209 )
  • Parents/guardians have the right to request student information not be released to postsecondary institutions and military recruiters without their written consent.   ( CTASD Board policy 250 )

d.  Right to Inspect 

  • Parents/guardians have the right to inspect surveys administered by the school prior to administration or distribution to a student. Parents/guardians have the right to have their child opt out of a survey, with submission of a letter to the building principal. ( CTASD Board policy 235 )
  • Parents/guardians have the right to inspect any instrument that collects, discloses, and uses personal student information for marketing purposes. ( CTASD Board policy 235 )

e.  District Parent Involvement Policy

  • This document must contain all the components required by Title I. This document must be reviewed and revised annually.  ( CTASD Board policy 917 )

f.  Title I

  • A Title I School Parent Involvement Policy must be developed with input from Title I parents and be disseminated to all Title I parents/guardians. This document must be reviewed and revised annually. A Title I Parent/School Compact must be developed and disseminated to Title I parent/guardians and students. ( CTASD Board policy 918 )
  • Districts must hold an annual Title I Informational Parent Meeting where the Title I program is explained and where the School Parent Involvement Policy and Parent/School Compact are reviewed. Parent/guardians of students with limited English proficiency, disabilities, and migratory children should be involved. An annual review of assessment results will be disseminated at this meeting. ( CTASD Board policy 918 )
  • Districts must annually disseminate Federal Programs Complaint Resolution Procedures to parents/guardians of students and appropriate private school officials.

2. Other District Programs 

a.  Homeless Education Program

  • Student's placement, program, policy, and parent involvement are available from the building principal. ( CTASD Board policy 251 )

b.  Migrant Education Program

  • Student's placement, program, policy, and parent involvement are available from the building principal. ( CTASD Board policy 142 )
